On March 30, 2026, in the Year of Russian-Vietnamese Cooperation in Science and Education, the Institute of Oriental Studies of the Russian Academy of Sciences held a special session «Socio-Economic, Scientific and Technological Development of the Socialist Republic of Vietnam in the 21st Century» as part of the International Conference «The Sixth V.G. Rastyannikov’s Readings»: Potential of BRICS and partner countries in a changing global landscape

Opening the session, Director of the IOS RAS, Doctor of Historical Sciences Alikberov A.K. emphasized that Vietnam has long been a friend and reliable partner of Russia, with bilateral relations spanning more than 75 years. The session was held shortly after the official visit of Vietnamese Prime Minister Pham Minh Chinh to Russia (22–25 March 2026), during which the two countries signed a number of bilateral agreements, including a final agreement on the construction of a nuclear power plant in Vietnam. Alikberov A.K. also highlighted the significance of the 14th National Congress of the Communist Party of Vietnam (CPV), held in January 2026, at which To Lam was re-elected General Secretary of the CPV. Welcoming the participants, Alikberov A.K. underscored the importance of studying Vietnam’s development model, particularly for a new generation of scholars, and emphasized that Vietnam is not only a friendly and important partner of Russia, but also a significant element of the broader security architecture and economic landscape of the Asia-Pacific region.

Doctor of Technical Sciences, Professor at Vietnam National University, Hanoi, presented a report entitled «Strategic Vision, Key Solutions, and Priority Areas for Cooperation between Vietnamese and Russian Universities in the Forthcoming Period»

Nguyen Quoc Hung

Candidate of Economic Sciences, Senior Research Fellow at the Institute of Economics of the Russian Academy of Sciences, Director of the Tradition and Friendship Foundation, and Deputy Chairman of the Union of Vietnamese Organizations in the Russian Federation, presented a report entitled «Vietnam-Russia Cooperation within the Framework of the Comprehensive Strategic Partnership: Challenges and Prospects»

   

Leading Russian experts in Asian studies discussed the current state of Russian–Vietnamese relations
and the strategic prospects for bilateral cooperation

Doctor of Economic Sciences, Professor, Head and Chief Research Fellow of the Center for Vietnam and ASEAN Studies, Institute of China and Contemporary Asia of the Russian Academy of Sciences, presented a report entitled «A Bid for Strategic Autonomy: Vietnam’s New Economic Course?»

Dmitry V. Mosyakov

Doctor of Historical Sciences, Professor, Head and Chief Research Fellow at the Institute of Oriental Studies of the Russian Academy of Sciences, presented a report entitled «Some Aspects of the Current State of Russian–Vietnamese Relations»

Petr Yu. Tsvetov

Candidate of Historical Sciences, Leading Research Fellow of the Center for Vietnam and ASEAN Studies, Institute of China and Contemporary Asia of the Russian Academy of Sciences, presented a report entitled «Distinct Features of Vietnam’s Relations with Russia, China, and the United States under General Secretary of the Central Committee of the Communist Party of Vietnam To Lam»

Master’s student at RUDN University, presented a report entitled «Vietnam’s Role in Expanding BRICS Cooperation amid the Emergence of a Multipolar World»

Pham Quang Truong Minh

Master’s student at the Higher School of Economics and Business of Plekhanov Russian University of Economics, presented a report entitled «The Impact of Multipolarity on Bilateral Cooperation between Russia and Vietnam»

 

The Session also addressed economic challenges affecting specific sectors
of Vietnam’s national economy

(agriculture, railways, and maritime transport)

Candidate of Technical Sciences, Research Fellow at the Department of Economic Research, Institute of Oriental Studies of the Russian Academy of Sciences, presented a report entitled "Vietnam’s Maritime and Railway Transport: Current State and Prospects»

Maria N. Shcherbenko

Junior Research Fellow at the Institute of China and Contemporary Asia of the Russian Academy of Sciences, presented a report entitled «The End of the ‘Rice Miracle’ or a New Beginning? Transforming the Role and Place of the Rice Sector in Vietnam’s Contemporary Economy»

 

Representatives of the academic community from leading research and educational institutions of the Russian Federation,
the Socialist Republic of Vietnam, and other countries took part in the Session

    

At the event, participants exchanged academic publications and agreed to continue and further develop their cooperation

As part of the Session, a cultural program was organized jointly with the Association of Vietnamese Students in Russia, featuring a traditional Vietnamese coffee and tea ceremony.

The cultural program brought together Vietnamese students studying in Russia, including Tran Cong Tam Anh, Nguyen Thi Thuy Linh, Nguyen Phuong Vi, Duong Tu Anh, and Ta Thi Minh Hue.

The dance group of the Association of Vietnamese Students in Russia, comprising Hua Tran Mai Linh, Nguyen Minh Hieu, and Nguyen Ngoc Ha, performed the dances «Vietnamese Melody» and «Vietnam – Our Path», and Nguyen Phuong Thao performed the song «Vietnam in Our Heart».
